Aegisub is a free, cross-platform open source tool for creating and modifying subtitles. Aegisub makes it quick and easy to time subtitles to audio, and features many powerful tools for styling them, including a built-in real-time video preview.

This looks promising. The CC requirement for online video means all online teachers need to step up their game on subtitling. I was made aware of this product by Jeremiah Stanley, a tech-talented graduate student in my E-Learning Practicum class.
Jeremiah reported Aegisum as “…a free, cross-platform open source tool for creating subtitles. The testing I have done with it so far let me create subtitles and load the file into YouTube and Vimeo. There is also a large number of file types you can output to with Aegisub so if the educators do not use either YouTube or Vimeo they could still caption there videos.”
Jeremiah and I will drive this product hard and see where it leads.
